The people of Madagascar have voted in a run-off Presidential election. The vote counting is still ongoing but already both sides allege vote- rigging. Voter turn-out was low and international sentiment seems to be summed up by this cautious comment from the mission representing the community of French-speaking countries, "We haven't noted any fraud but we weren't everywhere."
Apart from international cold shoulder and SADC censure, Madagascar has had a really bad year of it with floods, droughts, locusts and plague. It is hoped that this election will begin to restore democratic rule and help the island nation move out of crisis.
