Tropical Cyclone Haruna reached landfall in Madagascar on Friday morning (22 Feb 2013). Since then, it is reported that 13 people have been killed and around 17 000 displaced/affected (via twitter). Initial situation assessments are still underway and reports still coming in from isolated and rural areas but it looks pretty bad.
The country is also bracing this year for a serious locust infestation after underfunding of locust management in recent years - the government declared a state of emergency in November 2012.
All this is likely to heighten vulnerability in the already poor country in a year in which political change/action and possibly elections are likely.
