This article. Rwandan Prosecutor General is furious that Zambia won't extradite genocide suspects now living in the country, claiming Zambia's response is "'simplistic' as it does not consider the gravity of the crime committed". Zambia says the two countries don't have an extradition agreement, so, under Zambian law, they can't extradite. This is the part the Rwandan official thinks is simplistic.
The head of the Genocide Fugitive Tracking Unit says that Zambia should try them if they won't extradite. Anyone want to take bets on the likelihood of that happening? Does Zambia even have the laws in place to try genocide suspects?
