SADC calls for talks on DRC

A statement from the SADC troika is calling for all parties involved in the situation in the DRC to sit down together and negotiate on the issues. This after Mozambican president and current SADC chair, President Guebuza, met with Kagame to discuss Rwanda's support for M23. This seems to suggest that SADC is edging away from blaming Rwanda.

Asked if the Troika stands by the accusation that Rwanda is continuing to support the M23, Baloi said this question was no longer at the centre of discussions, because what was intended was to sketch out the points based on which it would be possible to step up dialogue,

This can't make DRC happy. Kabila attended the SADC meeting in Dar es Salaam. DRC is a SADC member. Rwanda is not.
